Gary the Retard is obviously the less intelligent one, but look at the vastly different lives he and Wendy are living. He supports himself by working, and he lives on his own. Wendy relies on the government and lives with her mother and an assortment of brothers, sisters, nieces, and nephews. It's pretty impressive that Gary can take care of himself, even if he does live in a shady neighborhood.
